Since its enactment a few days ago, I've been asked several times about the 21st Century ROAD to Housing Act (the "Act") so I figured I'd take this opportunity to provide a brief overview and my personal thoughts. The Act is a broad federal housing package designed to increase housing supply by limiting additional purchases by very large single-family landlords (those owning 350+ units), rewarding local governments that improve housing production, and expanding financing options for multifamily and manufactured housing.
In Tampa Bay, its most visible effect may be modestly reduced competition from institutional buyers for existing homes, although these firms own only a small portion (approximately 1.4%) of the region’s total housing stock and are not required to sell their current holdings. Any meaningful impact on prices, rents, or inventory will likely be gradual and will still depend heavily on local zoning, permitting, construction costs, and Florida’s insurance market.
